In Full Spectrum Warrior, you play the part of the commander of two military squads belonging to the United States of America. These squads are named Alpha and Bravo, and they are on a mission in the made-up country of Zekistan to either capture or eliminate the terrorist known as Al Afad.

You do not have direct control over your troops when playing this game. You do not aim at a target and fire, nor do you strafe in a circle around your foes. Instead, you provide orders to your team, who carry them out independently. This is quite similar to a real-time strategy game. You can give multiple orders to each of your two squads, such as to hide behind a wall, take cover behind a car, throw a grenade, fire off a rocket, or assault a specific target. To succeed, you will need to use both of your teams. For instance, you could have the Alpha squad hide behind a car and lay down covering fire at a target you cannot directly kill. This would provide the Bravo squad with cover so they could traverse open terrain and get into a position where they could kill the enemy.

The action of the game takes place in a single region, a country in the Middle East, although that region is subdivided into several distinct areas. You travel across several environments, including parks, airports, city streets, and even buildings. There are many terrorists spread out over the country, and everyone is after your life. Each of your teams comprises four individuals: a team captain, an automatic rifleman, a grenadier, and a rifleman. These individuals each have a specific function within the group.

Xbox Live is supported in Full Spectrum Warrior, allowing two players to complete the single-player campaign together. One player will be in charge of Alpha, while the other will be in the order of Bravo, saving either player from having to control both teams.
