In BioShock Infinite, the player takes on the role of investigator Booker DeWitt, who is obliged to discover a young woman named Elizabeth to pay off his debts. In an alternate version of 1912, she is imprisoned in the floating metropolis of Columbia. Throughout his travels, Booker finds many factions within the city that are at odds with one another. The Founders wanted Columbia to remain exclusively a city for pure Americans, while the Vox Populi believed it should be open to everybody. With a solid religious ideology and unabashed bigotry, the setting is based on the idea of exceptionalism. Elizabeth is a pivotal figure in this war, with a strange backstory that includes her ability to rend the fabric of space-time, revealing other universes. Booker and Elizabeth stay together throughout most of the game, and she acts independently. She does not need to be protected, and she can be asked to pick locks and toss ammo and silver eagle coins to Booker. They are pursued by the spiritual leader Comstock and his followers, as well as the massive mechanical Songbird.

The game employs gameplay styles and concepts similar to earlier BioShock titles. Vigors grant the player superpowers, such as summoning a swarm of crows to peck at adversaries or seducing enemies to defend you. Another is possession, which takes control of individuals or machines to turn them into allies temporarily. The possessed humans will commit suicide once the effect wears off. Most vigors can be used as a direct attack or a more robust trap waiting to be activated. Booker can also be upgraded with four different pieces of gear that provide permanent boosts, akin to the gene tonics in previous games. Depending on the situation, many varieties can be installed. The traditional FPS arsenal of weaponry, such as handguns, shotguns, and rifles, may be discovered throughout the game. The Sky Hook is a significant weapon that may be used as a melee weapon to take down an enemy. Money can be traded for upgrades and consumables at vending machines. Looting barrels, desks, and adversaries yield items. Vigors can only be carried out once sufficient salt has been gathered. The three significant bars on the screen (health, salt, and shield) can be extended by identifying and using infusions. Optional saxophones (audio logs) and kinetoscopes (film projectors) add to the story.

Skylines offer a unique way to travel around the world. The player can latch to these lines with the Sky Hook and quickly move in one direction. These can be used to flee dangerous circumstances or to gain an advantage in combat by reaching higher ground.
